Senior Analyst

I am submitting an application for the post of Director Policy Planning and Resource Mobilization as advertised in World Bank website. I am a citizen of Botswana with high level executive management experience and skills that aligns to the roles of the position as outlined in this application. I hold a Masters in Development Economics.

I have been in the public service for 29 years, 13 years of which have been in executive positions.Between the periods of 1987 to 2005, I worked in the Ministry of Finance and Development Planning in Botswana in Botswana as an Economic Planner whereby I started as an assistant economist progressing to a Director of Development Programmes level. I contributed greatly to the preparation of the National Development Plans 8, 9&10 for Botswana. I was instrumental in coordinating policy and programme formulation and review; some of which are: The Remote Area Development Programme; The Botswana National Settlement Policy; The Botswana National Housing Policy and The Revised Botswana National Policy on Rural Development. As Director Development Programmes, I appraised project proposals for the development projects. I was also responsible for development of the M&E tools; Development Project Management System (DPMS) which was used to monitor projects. While seconded to the Ministry of Local Government, I established a monitoring structure; Standing Committee on Local Authority Project Implementation (SCOLAPI) Tool which was enabling the districts to report progress on their development projects.

As Permanent Secretary Ministry of Education and Skills Development in Botswana, I led development of strategies and coordinated corporate plans for the Ministry for service provision in accordance with the Ministry’s vision. I led in stakeholders’ engagement, established and facilitated strategic partnerships that have increased synergies for service delivery through collaboration. Currently working with National AIDS Coordinating Agency, I lead in forging and strengthening partnerships for donor funding such Global Fund, The President’s Emergency Plan For AIDS Relief (PEPFAR), The Joint United Nations Programme for HIV/AIDS (UNAIDS), Japanese International Corporation Agency and United Nations Children’s Fund (UNICEF). As such Global Fund has made available USD 32,170 960 for the TB, HIV/AIDS and Malaria, and PEPFAR also made available USD14, 707,749 for the financial years 2015/2016 and 2016/2017. I have also promoted and strengthened the Civil Society Organizations (CSOs) forum which have contributed to policy formulation and review and Strategy Development, for example the Review of the HIV/AIDS National Strategic Framework II in 2014/15. Previously on Permanent Secretary Role with the Ministry of Education and Skills Development, I spearheaded the Adopt a School initiative engaging with the CSOs, private sector, development partners and individuals; mobilizing over P200, 000,000 for the Ministry of Education and Skill Development.
